(1) Publicity and TV commercials (Announcements in the Public Interest) (APIs)
This category is for service providers that can provide advertising and publicity services and/or produce TV commercials. In general, the services include developing an advertising campaign for a Government policy or initiative, and/or developing the creative concept and producing a 30-second TV commercial, known as an Announcement in the Public Interest (API).
(2) Video production (non-API)
This category is for service providers that can produce corporate-style videos/films. In general, the services include developing a creative concept or a storyboard for a promotional video or short film to promote the policies, initiatives or work of individual bureau or department.
(a) Sufficient resources and expertise to produce Government documentaries and/or APIs in both English and Chinese;
(b) A thorough understanding of the local culture and way of life;
(c) Advertising skills and ability to provide creative input; and
(d) Experience in working with large organisations and committees to produce advertising and promotional videos.
(a) Experience and expertise in providing a full range of advertising services including development of creative concepts; production of TV and radio APIs, documentaries, posters, leaflets, print and outdoor advertisements and souvenirs; media consultancy and placement, and English and Chinese copywriting for the Government's service campaigns; and
(b) Experience in advertising/publicity strategy formulation.
Production companies or advertising agencies that meet the above requirements and wish to be included in the Information Services Department (ISD)'s notification list of service providers shall submit the completed application form, along with a brief company profile and a showreel including documentaries, Government APIs and/or television commercials produced within the last 18 months, to the ISD. Subject to the confirmation of the company's professional capability and credentials, qualified companies will be included in the ISD's notification lists of service providers. For future procurement of these services, the ISD will consider inviting the service providers on the notification lists to submit quotations and/or proposals.
Continued inclusion in the notification list will hinge on the service providers’ ability to offer competitive quotations and maintain satisfactory performance on any order(s) or contract(s) awarded to them.
ISD reserves the right to review the status of a service provider in the light of any new information that may affect its status.
